Eliminate guesswork
Take a look at the data:
The green bars are energy use; the red are people count. Wing C shows no proportional control of HVAC. When the building opens, the HVAC comes on, and when it closes, it goes off. Even at the weekends as the building is occasionally in use Saturday and Sunday.

Wing B (below) shows successful integration of HVAC and people counting sensors. Ventilation is proportional to the number of people in the space. Heating and Cooling are also optimised by additional IAQ sensors.
The savings are significant and outweigh those gained by CO2 sensing alone.
Wing A (below) has been optimised using just the CO2 levels from the IAQ sensors. While there are savings, they are 10 to 15% less than going for people counter optimisation.
The payback for Wing B, with full integration, was six months less than wing A due to the low cost of people counting sensors against the high benefit.
